The speaking test can be taken before or after your Reading, Writing and Listening Tests.
Generally, candidates opt for the Speaking test after Reading, Writing and Listening Tests. These three tests will take place one-by-one in a day. And the next day, you will be taking the IELTS speaking test (or perhaps, after two or three days, as per the availability of the test)
How this IELTS Speaking will be?
Most of the candidates think that as now IELTS is computer-based, so they will have a speaking test on the computer too. They will be interacting with the interviewer online. But, that is not true. This way, speaking skills are analyzed in a perfect way.

Well, there will be no change in both these tests. The difficulty level will just be the same.
What about availability?
When it comes to availability for the test, computer-based IELTS will have more test dates and sessions. One can find the dates very easily. But, when it comes to paper-based, availability will be limited.
What will remain the same in both versions of the test?
Nothing is changed. Everything is just the same. All aspects of the tst such as content, timings, types of questions, scoring method, speaking test, test analysis, results verification etc will be just the same.
